I remember that this was already quite difficult on macOS 10.14 (Mojave), however now I have the feeling that it seems impossible on macOS 10.15 (Catalina). The latest version of Xcode you can run on Catalina (10.15.4) is Xcode 12.4 and Command Line Tools 12.4. If you are not interested in a colossal download and are not developing graphical apps, then you might get by with just the Command-line tools for Xcode 12.4 which gives you the.
